Timber Legality Verification System (SVLK) developed within the framework of the implementation of forestry governance, law enforcement and promotion of legal timber trade which involve the parties based on the principles of governance, credibility and representativeness. Based on the process of the parties, government have established minister of forestry regulations no: P.38/Menhut-II/2009, Regulation of the General Director of Forestry Production no: P.6/VI‐Set/2009 dan Nomor: P.02/VI‐BPPHH/2010.

In doing the assessment of the VLK for the Holder of the  Primary Industry Business License Timber of Forest Products (IUIPHHK) and Addition of Industrial Business License (IUI), In accordance with the Regulation of the General Director of Forestry Production attachment 3 no: P.02/VI‐BPPHH/ 2010 which is the further setting of the Regulation of the General Director of Forestry Production attachment 4 no: P.6/VI‐Set/2009.
